HII – Mission Driven Innovative Solutions Inc. (HII-MDIS) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.

HII - MDIS is currently seeking a Program Manager to support a training systems innovation team within the Operational Training Infrastructure Branch in the Simulators Program Office at Wright-Patterson Air Force Base in Dayton, OH. This position will support the Simulator Common Architecture Requirements and Standards (SCARS) effort.

Duties and Responsibilities (to include but not be limited to the following):

  • Develop acquisition strategies including preparing pre-solicitation documents, point papers, RFPs, source selection planning and organization, and contract execution. Draft acquisition strategy roadmap for a common environment, prototype activities, and study efforts using conventional and rapid acquisition processes such as OTA.

  • Decompose user requirements for common simulator environments and emerging technologies. Collaborate with major commands for the purpose of facilitating faster, more coordinated definition of requirements.

  • Provide Market Research assessments, industry analyses including research trends in order to inform the Government team, the acquisition strategies, and potential standards and technologies to be incorporated into simulators (see “Deliverables”).

  • Draft contract pre-solicitation documentation for prototype development and provide independent analyses. Support industry day activities, evaluate white papers, and support one or more prototype source selections, as required.

  • Plan, organize, and coordinate projects/programs through designated phases of the acquisition cycle by performing routine and recurring program management work. Coordinate technical activities of functional specialists including subcontractors.

  • Apply cost analysis, cost estimating principles, methods, and techniques to program management duties. Apply budget formulation, presentation and execution techniques

  • Providing briefing materials for acquisition strategy decisions to include an overall roadmap, top level schedules, and top level risk assessments. Prepare and present staff studies for presentations.

Qualifications and Experience:

Required -

  • 6 years of program management experience in USAF systems acquisition.

  • DAWIA Certification in Program Management or PMP certification

  • Experience with developing acquisition strategies, preparing pre-solicitation documents, requirements management, market research, accelerated acquisition approaches, etc.

Preferred -

  • A bachelor's degree in business, management, engineering, or related field required.

  • Experience in simulator research, development, production, and/or sustainment
