Huntington Ingalls Industries Program Manager - DIA Intelligence Operations - SIA III in Washington, District Of Columbia
Fulcrum is seeking a Program Manager (PM) to support a major Intelligence Program for the Defense Intelligence Agency (DIA). This is a program pending an award that iseminent; therefore we are actively considering a qualified individual to manage Fulcrum’s portion of this major IDIQ contract. The Program Manager will both manage and oversee DIA project specific matters and Fulcrum personnel. He or she will also lead an integrated Program Management Office (PMO) and will work directly alongside Intelligence and Business Operations subject matter experts; Recruiting & Staffing, Contracts and Pricing Professionals. Subsequent to award and transition, The Program Manager will manage all activities such as Task Orders (TOs), subcontractor personnel, and all aspects of program finances for the operation. This position requires an active TS/SCI Clearance with existing Poly and a careerIntelligence Officer and Global Intelligence Operations background.
The day-to-day requirements include coordinating and directing all activities under the program, interfacing with the respective Government Contracting Officer (CO), the Contracting Officer's Representative (COR), Government management personnel, and customer agency representatives. The Program Manager will be responsible for formulating and enforcing high quality work standards, assigning schedules, reviewing work discrepancies, supervising personnel and communicating policies, purposes, and goals of the organization to subordinates. We seek acareer Senior Intelligence Officerwho will possess in-depth DIA leadership experience to comfortably partner with the Government, other contract Partners (or Sub-Contractors) and Stakeholders throughout the customer organization.
Some of the detailed responsibilities of this full-time position include:
Responsible for management of Fulcrum’s DIA programs, Task Orders, and personnel.
Responsible for assisting the Government customer in reviews, analyses, presentations, evaluations, reports, recommendations, and documentation to support program cost, schedule, and performance requirements.
Provide the Government customer program planning documentation, program guidance documentation and other program management assistance as assigned.
Develop and implement comprehensive capture plans, technical and management approaches, win strategies, discriminators, and approaches to competitive positioning.
Act as the Fulcrum’s DIA Business Development (BD) Subject Matter Expert and participate in the capture processes for new pursuits within this customer-set
A Military or Civilian Intelligence Officer with 15 + years of experience in Program management oflargescaleIntelligence operations and/or projects
Career experience within DIA’s Directorate of Operations or Directorate of Intelligence
Either a current PMP Certification or a Program Management Certification through the Defense Acquisition University is required
Significant All source Intelligence and analytic experience within the intelligence community and the defense intelligence enterprise
Demonstrated analytical and creative problem solving capabilities
Demonstrated sound judgment, strong integrity, and leadership skills
Proven ability to interact with both internal and external stakeholders at the highest levels
A current TS/SCI with CI Polygraph
Experience and proven track record in leadership supporting DIA customer
Experience managing an IDIQ Prime Contract
DOD 8570 Certifications
- A Bachelor’s Degree is required, Prefer a Master’s Degree
