Duties and Responsibilities (to include but not be limited to the following):
Be prepared to evaluate Risk Management Framework for Cyber programs:
Provide evaluation and analysis of DoD Information Technology Portfolio Repository- Department of the Navy ( DITPR-DON) and DON Application and Database Management Systems (DADMS) for compliance with Clinger Cohen Act
Ensure program has an Information Assurance (IA) strategy that is consistent with DoD policies, standards and architectures, business process or mission function supported by the proposed acquisition and has been designed for optimum effectiveness and efficiency
Ensure Alternative of Analysis (AoA) has been conducted
Ensure economic analysis and life cycle cost estimates are provided
Determine if any private sector or other government source can better support the function
Ensure Acquisition performance measures are clearly established measures and accountability for program progress.
Coordinate the analysis and evaluation of systems, applications, databases, and networks to optimize performance
Conduct daily login into DITPR-DON to evaluate the accuracy of posted document for a given program.
Evaluate the level of compliance for a given program.
Evaluate DADMS application submissions in (Department of the Navy Tasking, Records, and Consolidated Knowledge Enterprise Repository) (DON Tracker)
Analyze Cyber accounts to ensure they are properly registered in DITPR-DON
Work with Functional Area Manager (FAM) to provide guidance and oversight on data requirements throughout each Cyber program lifecycle
Identify vulnerabilities within Cyber program
Coordinate with Program Managers to share the analysis and evaluation of a given program
Be able to work and interact with others in a structured/team environment
Understand the importance of accuracy and attention to detail; must have excellent organizational skills
Must be an independent problem solver; can troubleshoot Cyber problems and situations; must have decision making and analytical skills
Requires limited supervision
Demonstrate excellent time management skills
Have flexibility and adaptability skills to handle competing work demands
Analyzes and evaluates complex data processing systems, both current and proposed, translating business area customer information system requirements into detailed system/program requirements. Performs, and/or may direct, project planning, scope, control, management, tracking, or reviews.
Ensures compliance with, and/or may develop, the standards and organization requirements relative to specific assignments.
Qualifications and Experience:
Must be a U.S. Citizen
Secret security clearance or eligibility
BS in Information Technology Computer Science or associated discipline preferred and a minimum of 5 years of applicable experience.
Be familiar with DoD Information Technology Portfolio Repository- Department of the Navy (DITPR-DON) and DON Application and Database Management Systems (DADMS)
Have an understanding of Federal Information Security Management Act (FISMA) Act
Review registered Cyber programs accounts in DITPR-DON for Compliance
Provide disposition recommendation for all non-weapon systems Cyber procurement
Evaluate Cyber programs for vulnerability to the network
Conduct an annual review and assess performance of the Cyber program
Understanding of Risk Management Framework (RMF) lifecycle processes
Understanding of technology systems outside of DoD and applicability of those systems towards DoD
Understanding of latest fielded technology and being able to forecast potential effects it can cause personally and professionally
All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information
Must be a U.S. Citizen or have a Green Card and have been living in the U.S. for at least the last five years
Applicant cannot have traveled outside of the U.S. for more than 180 days in the past 5 years
