HII-MDIS is currently seeking a Cost Estimator/Analyst to work at our Marine Corps Customer’s site in Stafford, VA
This position will provide the Government with cost estimating expertise services for development and update of cost estimates using Automated Cost Estimating Integrated Tools (ACE-IT) in support of the Joint Project Manager for Protection (JPM P).
Duties and Responsibilities (to include but not be limited to the following):
Develop individual program cost estimates.
Develop, in coordination with each applicable Product Management team, cost estimates using ACE-IT software with sound Basis of Estimates deriving schedule and other pertinent info.
Provide complete estimates using ACE-IT and modeled with appropriate risk applied.
Provide point estimates of total requirements along with a funding compliant excursion summarized using Excel to provide necessary information for an Acquisition Program Baseline (APB) including elements such as Program Acquisition Unit Cost (PAUC) and Average Procurement Unit Cost (APUC) consistent with Department of Defense Instructions and in accordance with DoD Acquisition guidelines.
Support Life Cycle Cost Estimate (LCCE) and Independent Government Cost Estimate (IGCE) creation, review and updates for multiple programs in various stages of the acquisition lifecycle (Milestone A to Sustainment).
Support various Integrated Product Team (IPT) and organization activities including budgetary planning, scheduling and risk evaluation for the annual Program Objectives Memorandum (POM) cycle.
Use planning, analytical, problem solving, organizational, and leadership skills to support the following:
Interaction with stakeholders.
Work and project prioritization.
Gathering, analyzing, and presenting facts and positions using data collection techniques and tools.
Identifying problems, potential problems, and developing solutions.
Planning and executing programs, projects, or studies within established constraints (e.g., funding, schedule, etc.).
Maintain a library of program specific electronic files and reference materials.
Qualifications and Experience:
Minimum of 8 years of cost estimating experience. Experience shall be relevant to DoD type work and to DoD Acquisition programs.
Proficient using the ACE-IT cost modeling suite, MS Excel and other cost estimating tools with at least 2 recent years of experience using the ACE-IT software.
The contractor shall use and be conversant in acquisition processes and policies outlined in the DoDI 5000.02, and relate them to product development, production, and sustainment.
The contractor shall clearly communicate, orally and in writing, among a variety of audiences.
Required to travel at least 10% of the time.
Have a minimum of a Bachelor’s degree from an accredited university.
Must be able to obtain and maintain a Security Clearance at the SECRET level or higher.
