Overview

HII-MDIS is is seeking an Interagency SME to support our customer's C-UAS mission.

HII's Training Team is growing at a major DoD Joint Agency Supporting CWMD's and CIED's globally. We have an immediate opportunity for an Interagency SME to support domestic C-UAS efforts in the Northern Virginia Area. This is a fantastic opportunity for an Interagency SME who has knowledge and expertise in the C-UAS arena, to include experience with FAA and/or NORAD. The qualified candidate will be creative, resourceful, and enjoy interacting with all levels of government and contractor personnel.

Summary:

HII is searching for an Interagency Subject Matter Expert (SME) to lead Community of Action activities including the development of strategic plans and support to domestic operations for a new Counter-Unmanned Aircraft Systems (C-UAS) Implementation Plan. The Interagency SME will lead interagency coordination and planning efforts for JIDO/DTRA while providing the necessary strategic vision for enduring operations. The SME will take that vision and translate it into useable C-UAS support and products for senior JIDO directorates and staff.

Responsibilities

  • Liaison, coordinate with, and provide full support to Communities of Action events on all C-UAS matters.

  • Facilitate effective relationships with Combatant Commands, Joint Staff, Office of the Secretary of Defense, the Interagency, partners and allies.

  • Build and maintain liaison relationships within the DoD, along with counterparts in other national level agencies, including those in the Intelligence Committee (IC), Department of

  • Justice (DOJ), Department of Homeland Security (DHS), Department of Energy (DOE), as well as any other identified Departments/Agencies involved in Unmanned Aircraft Systems and

  • Counter-Unmanned Aircraft Systems.

  • Support daily interaction and information sharing.

  • Work with limited direct oversight.

  • Facilitate operational, tactical and strategic requirements in support of U.S. Interagency, Law Enforcement and DoD.

  • Coordinate and liaise with appropriate agencies to ensure requirements are met and inputs are sent/received IAW established timelines.

  • Support DoD and Interagency UAS implementation and counter-UAS activities

  • Participate internally and externally in DoD and interagency policy discussions involving the integration of UAS, the implementation of C-UAS technology to detect and defend critical infrastructure; interagency discussions involving the review and validation of C-UAS technology to defeat errant and hostile UAS operations; interagency discussions involving the development of rules of use for C-UAS technology.

  • Provide assistance in the development of long term plans, implementing and finalizing support to future domestic C-UAS operations.

  • Assist in the development of DoD level plans, policies and strategies related to C-UAS for dissemination across the DoD and among C-UAS vested interests in the interagency community.

  • Facilitation of and/or effective integration into functional working groups from other agencies/departments and the Joint Staff.

  • Provide expertise/guidance necessary to formulate and support implementation plans and future/enduring operational plans on processes, practices and policy interpretations.

  • Review and provide improvement recommendations to Operational Plans (OPLANs), Contingency Plans (CONPLANs) and similar documents for the Community of Action.

  • Expand interagency coordination with domestic agencies including law enforcement agencies.

  • Support the Deliberate Planning Process.

  • Understand and Analyze DoD Policy and Strategic Analysis.

  • Prepare briefings, information papers, policies, strategies as well as staff, task, brief and report products required to initate, communicate and manage work across senior DoD-level staff and interagency partners.

  • Other duties as assigned.

Qualifications

Minimum Qualifications:

  • In depth knowledge of UAS/C-UAS/C-sUAS is not required; some UAS/C-UAS experience preferred.MUST have significant interagency experience.

  • Minimum 15-20 years of military or DoD experience with at least five (5) years’ of strategy and operational-level planning and policy development experience.

  • Minimum 5 years’ experience working with various Interagency/IC agencies and Task Force elements.

  • Demonstrated knowledge of DoD support to Civilian Agencies.

  • Demonstrated knowledge of DoD support to Domestic Operations.

  • Experience in policy development, strategy development, strategic planning and conducting mission analysis.

  • Demonstrated ability to facilitate meetings and working group members on strategic objectives.

Preferred Qualifications:

  • Minimum 3-5 years’ experience with the Federal Aviation Administration (FAA) and/or North American Aerospace Defense Command (NORAD).

  • Demonstrated experience coordinating with Federal Law Enforcement agencies.

  • Firsthand experience supporting DoD Domestic Operations.

Education:

  • Bachelor’s degree; Master's degree in Relevant subject area (National Security or Strategic Studies preferred)

    Clearance Requirements:

  • Must have active TS/SCI or TS with SCI eligibility.
