Then we would like to talk to you about working on tomorrow’s challenges today.The Special Security/ COMSEC Manager provides on-site security and management of security/COMSEC plans, procedures and security resources. Enforces security policy and procedures and ensures that all personnel associated with Project are properly cleared, issued identification, and are trained on their security responsibilities. Develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment. Studies and implements federal security regulations that apply to company operations. Obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies. Prepares manuals outlining regulations, and establishes procedures for handling, storing, and keeping records, and for granting personnel and visitors access to restricted records and materials. Conducts security education classes and security audits. Investigates security violations and prepares reports specifying preventive action to be taken.

Responsibilities

Duties & Responsibilities:

  • Perform oversight of the development, implementation and evaluation of information systems security program for assigned programs in compliance with NISPOM, ICD 503, and JSIG RMF.

  • Administer accountable COMSEC per NSA/CSS Policy Manual 3-16, and other Department of Defense issuances such as National

  • Security Systems Instruction (CNSSI) and National Industrial Security Program Operating Manual (NISPOM).

  • Ensure tracking, transfer and destruction of Controlled Cryptographic Items (CCI’s) and COMSEC keying material, to include semiannual inventories.

  • Prepare and maintain security Assessment and Authorization documentation (e.g., IA SOP, SSP, RAR, SCTM) including participation in system categorization.

  • Ensure the development, documentation, and presentation of IS security education, awareness, and training activities for users and others, as appropriate.

  • Apply cyber security standards, directives, guidance and policies to special programs classified computing environments.

  • Investigate security incidents to include data spills, data integrity incidents, and malicious code incidents.

  • Ensure system security measures comply with applicable government policies, provide configuration management and accurately assess the impact of modifications and vulnerabilities for each system.

  • Conduct reviews and technical inspections to identify and mitigate potential security weaknesses, and ensure that all security features applied to a system are implemented and functional.

  • Accomplish other duties as assigned.

Qualifications

Required -

  • DoD Directive 8570.1 IAM Level I or higher certification. (CISSP preferred)

  • Demonstrated Communications Security (COMSEC) experience, servicing the needs of multiple programs handling classified and sensitive information using secure voice and data networks.

  • Experience as an ISSO or ISSM implementing NISPOM Chapter 8, DIACAP/NIST RMF, JAFAN 6/3, DCID 6/3, ICD 503, and/or JSIG IS requirements.

  • Experience with certifying compliance of various operating systems.

  • Ability to work in a team environment as well as independently, demonstrate excellent problem-solving abilities, be well organized, flexible, and self-motivated.

  • Have Experience with security systems, including alarm monitoring, electronic access control, and CCTV

  • Have proficient computer skills with Microsoft Office products (Word, Excel, Power Point).

  • Have excellent time management, verbal and written communication, organizational, analytical and problem solving skills.

  • Possess the ability to effectively communicate with all levels of management

  • Possess demonstrated experience in the areas of people and conflict management with tact and discretion.

  • Be flexible and possess the ability to function in stressful situations.

  • Be a dependable team player with business maturity and enthusiasm.

  • Must be willing to travel

  • 10-14 Years with Bachelors or 8-12 Years with Masters or HS diploma + 14-18 years of relevant experience.

  • Clearance: Must possess a current Top Secret/SCI Clearance

Preferred -

  • Bachelor Degree with 3-10 years of experience working inMilitary, Law Enforcement, Government, or Corporate Security.

Security:

Must possess a current Top Secret/SCI Clearance
