HII – Mission Driven Innovative Solutions Inc. (HII-MDIS) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.

HII - MDIS is currently seeking a Program Control to work out of their Huntsville, AL office.

This position is responsible for the monitoring and control of division projects on a continuous basis through progress measurement and reporting systems. This position works directly with both program managers and division VP’s and is responsible for providing forecasts, profitability as well as support to the division VP’s with analytics and reporting geared toward the overall performance and growth of the division.

Duties and Responsibilities (to include but not be limited to the following):

  • Provides reporting to the Business Management on backlog, project status, forecast, budgets, and variance analysis.

  • Develops or assists in preparation of budgets, forecasts, financial plans, reporting to meet governmental requirements, statistical reports, and business forecasts.

  • Monitors subcontractor funding and requests additional funding when needed.

  • Reconciles subcontractor invoices against time and costs recorded in Fulcrum’s timekeeping system. Works with vendors to resolve any discrepancies.

  • Provides for project administrative support, earned value analysis, management and interpretation of scheduling and cost audits, and reports on cost and schedule performance against the baseline estimate and schedule.

  • Responsible for projects from proposal development, through closing out the project.

  • Performs cost estimating, cost management, cost control, and cost forecasting.

  • Explains variances against monthly progress and resource utilization projections.

  • Analyzes financial information to determine present and future financial performance, identifies trends, and recommends improvements accordingly.

  • Analyze complex financial actions and prepares recommendations for policy, procedure, control, or action.

  • Makes recommendations to management regarding cost saving or profit generating opportunities and profitability improvement strategies.

  • Actively participates in work process improvements, adoption of new technology, standardizing tools, and other related initiatives.

  • Must be able to support different cost types to include; Cost Reimbursable, T&M and Firm Fixed Price.

  • Reviews all direct charge costs to ensure accuracy and proper recording. To include:

  • Expense reports

  • Subcontract labor

  • Employee Labor

  • Material Purchases

  • Work with assigned program managers to assist in the preparation of required reports for customer and other government agencies.

  • Develop, maintain, analyze, and disseminate periodic project status reports; Ensure compliance with internal program procedures and project control system guidelines.

  • Coordinates completion of contract deliverables, task order reviews, briefings/ presentations and PMR's.

  • Works with project team to understand and assist with tracking all work, task and project assignments.

  • Must have government contracting experience with emphasis in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting.

  • Must have an understanding of the financial management of contract funding, revenue, cost, profit, DSO, billed AR, unbilled AR, backlog, labor utilization, subcontracts, consultants, excess revenue, and purchase orders.

  • Ability and willingness to travel to off-site locations.

  • Provides interpretation of financial policies, governmental legislation, accounting theory, or customer financial regulations.

  • Ensure that project financial commitments are consistent with company financial policies and procedures.

Qualifications and Experience:


  • Bachelors or Masters in Economics, Finance, Accounting, Math or other applicable quantitative field.

  • Four (4 +) years directly related experience in a government contracting environment, specifically DoD.

  • Extensive working knowledge of the Federal Acquisition Regulation (FAR) as it relates to Cost Principles, Cost Accounting Standards, and Forward Pricing Rate Agreements.

  • Experience developing a Work Break Down Structures (WBS), and Basis of Estimate (BOE)

  • Advanced proficiency using Excel.

  • Proficient in the use of Deltek’s Cost Point.

  • Demonstrated ability in management and leadership.

  • Able to organize and prioritize work and work under pressure to meet deadlines.

  • Ability to read, analyze and interpret general business periodicals, professional journals, or governmental regulations.

  • Ability to write reports, business correspondence, and procedure manuals.

  • Ability to express opinions or suggestions and furnish verbal and written results of problem resolutions in one-on-one and/or group situations as required.

  • Requires an understanding of cost accounting principles, statistical methods, systematic analysis and estimating.

  • Strong organizational and analytical skills.

  • Ability to be a proactive team player.

  • Ability to multi-task in a dynamic environment.

  • U.S. citizenship is required.
