Huntington Ingalls Industries Targeting Analyst in Honolulu, Hawaii
We are seeking a Targeting Analyst (Senior) to support our customer.

Provide targeting support to a team of all source analysts in support of US Army Pacific (USARPAC) providing Non-Traditional Information Exploitation (NTIX) capabilities to the USARPAC G2. The Targeting Analyst’s primary role is to identify exploitable operational opportunities within the Area of Responsibility (AOR) tailored for use within an asymmetric environment and provide recommendation to targeting efforts with USARPAC and supported entities. Contextualize the Regional Intelligence variables in the Courses of Actions (COA) recommended to the decision-maker.
Lead targeting efforts for the NTIX team under the leadership of the NTIX Team Lead to include Operational Concept (CONOP) development, target package production, target package nomination, and assessment, monitoring, and evaluation (AM&E) of executed operations.
Provide targeting support to the NTIX Team to provide turn-key support for open source collection, process, and analysis (within 24 hours of data collection) data tailored to support USINDOPACOM Components and Subordinate units.
Provide targeting approaches of social media sources, fused with additional Publicly Available Information (PAI) and Open-Source Intelligence (OSINT) for the fusion of a finished All-Source deliverable to the customer.
Provide targeting support to the NTIX Team in developing collection campaigns, crowd-sourced survey development (within 48 hours of request) for a range of selectors, to include social media handles, WAPs, businesses, and/or personnel.
Provide targeting support to the NTIX team in developing Measures of Performance (MOPs), Measures of Effectiveness (MOEs), and Battle Damage Assessment (BDA) metrics to assess achievement of desired campaign plan effects. Provide assessment framework to measure the achievement of the desired end-state and provide timely and accurate information to support ongoing and future operations.
Provide targeting support to the NTIX Team to provide ground intelligence support via collection and analysis of crowdsource data in Philippines and other locations the government requests. Real-time collections capability will capture sentiments and atmospherics and provide insights into conditions, security apparatuses and extremist elements. Data will assist in identifying enablers of the region’s extremist elements and uncover methods disrupting their operating spaces and denying freedom of movement. Collections will monitor the status and progress of reconstruction efforts.
Provide targeting support to the NTIX Team to provide regional overview for specified Areas of Interest (AOI) and provide detailed analysis of populations and their relationships with VEOs, TCOs and local Governments. Provide advice and expertise to deployed forces and staff. Provide atmospheric information outlining important historical events, leaders, group dynamics, attitudes, cultural norms and values. Highlight major components of human society: economic, demographic, legal/regulatory, political/institutional, social/cultural, religious/ideological, and relevant geographic variables to the operational commander.
Provide recommended tactics, techniques, and procedures (TTPs) of current recruitment campaigns and efforts, enabling predictive analysis for analyzing neighborhoods and cities with potential vulnerabilities to youth recruitment and/or radicalization.
Attend conferences, workshops, and meetings in support of the Command’s objectives.
Support production of Annexes and Appendices to Deliberate and Contingency Plans
Other duties may be assigned, as necessary.
2 years’ of DOD targeting experience (development, nomination, execution, and assessment)
4 years’ combined intelligence and operations experience in the Intelligence Community or Department of Defense experience with analysis, reporting and briefing in DOD settings
1 years’ experience working in a multi-skilled team environment collaborating on the production of intelligence analysis
Proficiency in intelligence community systems and tools
Strong demonstrated knowledge and proficiency in all disciplines of intelligence
Current proficiency with SIGINT and strong proficiency in articulating its association to social-media
Strong problem solving skills and creativity in developing alternative sources of non-traditional information for DOD customer.
Valid US Passport
Strong proficiency with Microsoft Office suite
4 years of SOF targeting experience
9-13 Years with Bachelors or 7-11 Years with Masters or 4-8 Year with Phd or JD or 0-3 Years with MD or DVM or HS diploma + 13-18 years of relevant experience.
Clearance: Must have active TS/SCI clearance
4 years’ of DOD targeting experience
2 years’ of SOCOM/ F3EAD targeting experience
2 Years’ experience supporting USARPAC intelligence and or operations.
2 Years’ experience supporting USINDOPACOM intelligence and or operations.
Expertise in PAI and social-media targeting proficiency
Expertise in SIGINT call-chain analysis (i.e. proficiency with Firetruck)
Demonstrated proficiency with BHTK and Dataminer suites
Previous experience briefing senior leadership at the General Officer, Flag Officer, or Senior Executive Service level.
Expertise in one or more of the following areas: Campaign Plan Assessments, Collection Management and Dissemination, Data Science, SOF, SIGINT, GEOINT, Intelligence and Operations in support of USARPAC or INDOPACOM.
Experience providing Intelligence support to Civil Military Operations & Information Operations
Experience as a Joint or Army planner.
Bachelor’s degree (BA/BS).
