Overview

HII-MDIS is searching for aStrategic Plannerto serve as a subject matter expert ininternational policyand agreements. This individual will perform analytical and support tasks for the development and negotiation of international agreements with secondary emphasis on interagency agreements for DTRA under the direction of the government in a dynamic, fast-paced and mission oriented environment. This position is located at Fort Belvoir, VA.

Responsibilities

Serve as a Subject Matter Expert in international policy and agreements with a secondary focus on interagency agreements.

  • Perform analytic and support tasks for the development and negotiation of international and/or interagency agreements for DTRA under the direction of the TPOC.

  • Work with DTRA JD Interagency, International Engagement and Foreign Disclosure Teams to assist in the development of cooperation strategy with individual organizations/agencies and/or countries, based on Command leadership and Combatant Command demand signals.

  • Interact with senior DoD policy personnel responsible for Project Agreements, Master Memoranda of Agreements, Master Information Exchange Agreements and reciprocal and non-reciprocal personnel exchange agreements with a multitude of interagency organizations and/or international partner countries.

  • Lead or Support DTRA International Communities of Action efforts under the direction of the government customer; coordinate meetings, working groups, build or further substantial working relationships with interagency partners.

  • Use knowledge of the Office of General Counsel and international and domestic laws specific to treaties between the USG and the greater international community.

  • Use working knowledge of DoD Directives 5530.3, 5230.2 and 5230.11 to conduct relevant activities.

  • Meet with key stakeholders, including DTRA, DTRA JD (JIDO) and foreign personnel to determine appropriate agreements to execute collaboration and cooperation in furtherance of the DTRA mission.

  • Prepare draft documents, briefings, information papers, concepts, policies and strategy in support of DTRA.

  • Coordinate all interagency and/or international agreements efforts through relevant DoD and other organizational channels as necessary to ensure products are in compliance with U.S. laws, regulations and policies.

  • Through detailed research and analysis, provides the necessary strategic vision for every JIDO directorate/staff section and translates that vision into useable products for all senior members of JIDO.

  • Support the Deliberate Planning Process

  • Understand and Analyze Department of Defense Policy and Strategic Analysis

  • Shall be able to coordinate and synchronize national- level joint, multi­ national, and inter-agency strategy development.

  • Other duties, as assigned.

Qualifications

Minimum Requirements:

  • To qualify as a senior, must have twenty (20) years of military or DoD experience, with at least five (5) of those years as a staff officer at a major command, office of the Secretary of Defense, Joint Staff, Service Chief or Combatant Command level developing policy and strategy.

  • To qualify as a junior/journeyman, must have 8-15 years of military or DoD experience with at least two (2) years as a staff officer at a major command, office of the Secretary of Defense, Joint Staff, Service Chief or Combatant Command level developing policy and strategy.

  • Minimum 3-5 years’ demonstrated experience with joint organizations, preferably to include experience supporting international Communities of Action.

  • Must have demonstrated working knowledge and significant experience in policy development, strategy development and strategic and operational planning, to include conducting policy, operational environment and mission analysis.

  • It is strongly preferred that a candidate has experience working with, and on issues with the Office of she SECDEF, Joint Staff, CCMDs, Service, Multi-national forces and interagency on strategic level defense strategy (such as the QDR, National Defense and Military Strategies, Global Employment of the Force and Global Development of the Force).

  • Thorough working knowledge of DoD Directives 5530.3, 5230.2 and 5230.11

  • Experience drafting or supporting the writing of Project Agreements, Master Memoranda of Agreements, Master Information Exchange Agreements and personnel exchange agreements

  • Experience supporting the deliberate planning process.

  • Minimum five (5) years’ experience conducting research, coordination and recommending strategic solutions through DoD channels.

  • Strong oral and written communication skills.

  • Strong, detail-oriented analytical and critical thinking skills.

  • Due to the nature of potential OCONUS travel, a U.S. passport is required.

Minimum Level of Education:

  • To qualify as Junior/Journeyman - Bachelor’s degree in Relevant Subject Area; Master’s preferred; to qualify as Senior - a Master’s Degree in National Security, Defense Policy or a related field.

Desired Level of Education:

  • Master’s Degree in National Security, Defense Policy or a related field.

    Clearance Requirements:

  • Must possess a current DoD TS/SCI with correct suitability and eligibility visible in JPAS.
