HII-MDIS is currently seeking a motivated leader for the position of Sr. Capture Manager, IDIQ/GWAC PMO, with a proven record of accomplishment in leveraging a variety of contract vehicles to drive revenue growth. This position plays a key role in the success of the Business Development team within HII-MDIS. Reporting to the Sr. Director of Business Developing, this position works closely with leadership in all of the MDIS Business Units as well as members in all the supporting functional areas.
The successful candidate for this position will lead large-scale IDIQ/GWAC and task order opportunities within the defense, civilian, and intelligence marketplace. Identify and win executable business for these clients through applying expertise across the business development life cycle from opportunity identification through shaping and capture and proposal and contract startup and execution. Leverage proven senior-level leadership and extensive community relationships within government clients. Lead complex negotiations with industry partners to build teams supporting large complex procurements, lead capture for complex and technical bids, including identifying and comprehending clients’ requirements and buying patterns, develop complex technical solution options, and build a cost-competitive industry team that can deliver client impact through a winning bid. Drive market-based competitive intelligence, market assessments, client assessments, and strategic planning efforts to support expanding specific client-based opportunity portfolios and pipelines. Manage key stakeholder relationships and keep the business leadership team informed and engaged in advancing strategic partnerships with clients and industry partners.

Duties and Responsibilities (to include but not be limited to the following):
Maintain relationships with key government IDIQ stakeholders
Coordinate with leadership, BD, capture, proposals, contracts, pricing, and other stakeholders to drive and improve the process for responding to competitive task orders
Engage with internal customers in identifying and shaping potential opportunities using knowledge of company capabilities, client relationships and the HII portfolio of contract vehicles
Leverage the HII-MDIS vehicle portfolio to drive new business
Track and monitor multiple government sources to identify opportunities
Support business intelligence and market analysis pertaining to IDIQ/GWAC vehicles as well as other opportunities
Lead the development of white papers, RFI, Market Survey, and Sources Sought responses, and in-person meetings and demonstrations
Develop and present bid/no bid recommendations and pursuit and capture strategies at Gate Reviews
Support the capture and proposal development phases of the opportunity lifecycle by providing customer insights, solutioning support, color review participation, and proposal writing, as required
Serve as the Capture Manager on strategic opportunities requiring specific skills and qualifications not otherwise internally available
Represent HII-MDIS as a prime internal and external contact on new business pursuits
Have regular interaction with high-level customer leadership and engaging and collaborating visibly with internal business units
Personally model HII values of integrity, safety, honesty, engagement, responsibility and performance
Qualifications and Experience :
Bachelor's degree or equivalent plus 7 years’ relevant experience; OR Master's degree plus 6 years relevant experience
Three years of specific successful BD experience developing IDIQ/GWAC leading large-scale $100M+ captures and developing technical solutions
Experience in developing and maintaining effective internal and external business relationships with clients and industry partners
Experience with the successful execution of all phases of a large and multi-year capture effort, including strategic planning, teaming, proposals, market, or competitive and price-to-win analyses
Established customer relationships within relevant senior Service and/or Fed/Civ levels, especially with FEDSIM and the Intel Community.
Ability to demonstrate expertise in the business development life cycle and solution selling methodologies
Ability to communicate multi-step and interdependent activities effectively to capture teams and ensure the efficient execution of captured efforts
Ability to lead teams and stakeholders throughout the business development life cycle process
Ability to form strategic industry partnerships and possess existing relationships with large and small businesses in the federal and commercial market
Excellent communication skills and ability to successfully and purposely interact with senior leadership
A willingness to be a good teammate, working collaboratively and across borders to further company goals
Ability to communicate with the end users and discuss capabilities-based solutions to meet their requirements
Ability to travel up to 25% of the time or as required
Clearance: Ability to obtain and maintain a Secret clearance or higher
- Strong contracts management background with demonstrated expertise negotiating with FEDSIM, DoD, and the Intel Community.
