HII – Mission Driven Innovative Solutions Inc. (HII-MDIS) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.
HII – MDIS is currently seeking a Capture Manager work out of their Fairfax office.
Duties and Responsibilities (to include but not be limited to the following):
The Capture Manager is responsible for qualifying new and follow-on large, complex business opportunities to ensure that they meet HII-MDIS business objectives. Additionally, he/she will verify that these opportunities have a high probability of continuing as biddable procurements, and are likely to survive the budgetary and procurement authority approval process.
Responsible for managing assigned opportunities, determining client requirements, needs, success factors and issues (site visits, RFI responses, white papers, media, tradeshows, technical symposia, etc.); continuing the qualification of assigned opportunities; conducting competitive and price to win assessments; developing teaming strategies by identifying and qualifying teammates. Additionally, the Capture Manager assists with development of teaming agreement Statements of Work (SOW); develops, coordinates, executes, and documents agency and opportunity-specific call plans related to assigned pursuits.
Responsible for cultivating key client or partner relationships and maintaining a thorough knowledge of assigned client organizations and decision-making process, determining key issues, biases and preferences, and presenting company capabilities with respect to meeting these needs. The Capture Manager is responsible for developing and managing the win strategy and the short- and long-term assignments of the capture team.
Coordinates and manages all strategy reviews defined by the acquisition process, and develops methods and common processes for capture plans. The Capture Manager conducts readiness and execution reviews in preparation for process gate reviews with senior leadership and coordinates external review teams. Implements predictive metrics and provides leadership visibility into the health of pursuits; tracks all post submittal activities to derive win/loss analyses; and captures performance metrics.
Leads development of opportunity win strategies, reflected in and executed through an approved capture plan. The Capture Manager leads a matrixed team of functional and support specialists throughout the engagement from qualification through opportunity closure.
Work with BU and Corporate personnel, Director of BD, and Proposal Operations to improve customer engagement, as well qualify bids, build teaming relationships, and position HII-MDIS to win.
The Capture Manager develops the overall win strategy, solution framework, value propositions, and story lines, and serves as the focal point for ensuring customer-centric, thorough, timely, and productive proposal reviews.
The Capture Manager is responsible for identifying, marketing, and capturing programs within the Federal Government. The Capture Manager works closely with Business Development staff in prospecting and identifying new business opportunities that are in line with HII-MDIS core competencies. The Capture Manager has the full responsibility for contract wins and losses.
The Capture Manager works closely with organizational leadership at all levels, technical solutioning architects, human resources, contracts, subcontracts, pricing, other capture managers, business development managers, proposal managers and executive level business development personnel in potential teaming organizations. The Capture Manager is assigned early in the opportunity identification and prequalification business development phase.
The Capture Manager will work in partnership with other BD personnel to implement the strategy. Works with senior management to balance resource priorities to ensure continual, consistent progress through marketing, solution, staffing, teaming, and pricing elements of the capture plan.
Works with business development, operations, and support teams to understand Federal business initiatives as precursor to formulating value-added services and solutions. In a leadership position, manages competitive assessments, develops teaming and solution strategies, and delivers HII-MDIS messages to key customer stakeholders.
Demonstrated ability to foster collaboration across organizational boundaries including other business units and corporate staff organizations (business development, operations, human resources, contracts, and finance).
The Capture Manager also acts as leader/partner with assigned business development, proposal management, and proposal support personnel.
Qualifications and Experience :
BA/BS degree with at least 10 years’ experience in working with DoD and federal agencies.
Must have working knowledge of DoD and other federal agencies.
Ability to effectively assess client visions, issues, hot buttons, preferences, and political sensitivities.
Experience within the U.S. Federal government contracting environment.
Successful track record positioning for and closing federal opportunities greater than $50M.
Demonstrated ability to work in multi-disciplinary teams to formulate compelling value propositions comprised of business, technical and management offerings.
Strong interpersonal, problem solving, organizational and multi-tasking skills with past experience as a leader responsible for the successful delivery of major milestones.
