Huntington Ingalls Industries - Mission Driven Innovative Solutions Group (HII-MDIS) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at more than 100 locations worldwide.

HII-MDIS is currently seeking a Sr. Proposal Manager/Capture Coach to work out of their Centreville office. We are looking for a proactive, customer focused, team player; who is a good communicator, customer-service oriented, and is able to interact with all levels of personnel in the Company.

Duties and Responsibilities (to include but not be limited to the following):

  • Candidate will be required to support the proposal development process through interaction with the HII-MDIS Proposal Operations organization, HII-MDIS Operational entities, and team members.

  • In the capture coach role, the Sr. Proposal Manager will work directly with the Capture Manager and capture team prior to the release of the RFP to create or refine the proposal win themes, identify discriminators, evaluate gaps in the technical and management approaches, provide insight into competitive posture, and ensure the team is prepared to bid.

  • In the Sr. Proposal Manager role, the candidate will oversee the initiation, development, and completion of responses to Requests for Proposals (RFPs), and develop associated products, such as proposals, statements of capabilities, white papers, briefings, etc. They will provide proposal support to local and remote internal customers on requests or solicitations issued. The Sr. Proposal Manager will develop compliance matrices, proposal schedule/calendar, storyboards or annotated outlines, and proposal templates as required. The candidate will manage development of proposal content to ensure compliance with requirements, and lead/support color reviews (pink, red, or gold) as needed. The Proposal Manager will develop content and requirements for data calls to support proposal development and manage the response effort to ensure the proposal team (internal and external) adhere to the HII-MDIS proposal process.

Qualifications and Experience:

Required –

  • A minimum of Bachelor’s degree and 7 years’ experience in the US Government proposal environment, with responsibilities for writing and preparing proposals

  • Experience conducting late stage capture and moving into proposal or providing capture coaching on large deals.

  • Demonstrated experience in implementing and executing proposal development processes working with different department leads and team members

  • Familiarity with the federal contract bid process and requirements, the Government task order and RFP development process, Federal Acquisition Regulation (FAR) requirements, and how proposals are evaluated

  • Proven ability to analyze RFP requirements, and synthesize information to support development of win themes and value propositions

  • Excellent written and oral presentation skills, and proven ability to understand and communicate solution/proposal concepts in a compelling, persuasive manner

  • Must be able to advise capture managers and executive leadership in potential impacts to the ability to win awards based on RFP and proposal analysis

  • Must be willing to travel for extended periods of time to lead remote proposal operations

  • Capable of working under tight deadlines, with the flexibility to work on several projects concurrently

  • Must be proficient in using Microsoft Office applications to support proposal desktop publishing, and produce reports, presentations, correspondence, and a variety of other materials as needed.

  • Experience with Adobe suite tools, MS SharePoint, and VPC a plus.

  • Clearance: Must be able to obtain and maintain a Secret Clearance.

Preferred –

  • Experience working as a program manager or similar line management positon

  • Capable of professional interaction across all levels of personnel, including executive leadership, former military personnel, external partners, and technical subject matter experts

  • Capable of working under tight deadlines, with the flexibility to work on several projects concurrently

  • Strong leadership, problem-solving, and decision-making abilities

  • Excellent time and resource management skills

  • Excellent management skills to facilitate results across functional groups and organizations, including geographically dispersed organizations, and across many types of professions

  • Participate in strategy session and conduct interview with SMEs to support technical proposal writing and overarching proposal solutions.

  • Possess and maintain a Secret clearance


  • Ability to obtain and maintain a Secret level clearance
