Huntington Ingalls Industries – Mission Driven Innovative Solutions Inc. (HII-MDIS) provides mission-critical engineering and technical services/solutions to Department of Defense, National Security, and international government and commercial customers at over 100 locations worldwide.
HII – MDIS is currently seeking a Senior Portfolio Operations Manager in the Data and Mission IT Business Unit to work out of their Fairfax or Centreville, VA office. The Data and Mission IT (DMIT) Business Unit (BU) is one of four MDIS BUs and has over 500 personnel across 8 locations in VA, PA, NC, TX, and Washington DC. The BU primarily services the U.S. Postal Service, U.S. Courts, U.S. Coast Guard, and the Department of Education.
The Sr. Portfolio Manager, is accountable for operational and program performance, growth, financial performance, customer relationships, and employee engagement. Key responsibilities include:
Responsible for the overall management of programs and projects in Operation, ensuring that the technical solutions and consulting services provided are implemented to customer and HII-MDIS requirements, on time and within budget, and that the portfolio meets or exceeds its financial targets
Responsible for overall program oversight required to support multiple contracts, including task orders under IDIQs, to ensure the successful delivery within scope of the contract
Responsible for promoting organic growth on programs across the existing customer base
Engages with existing clients and partners to maintain/enhance current relationships and support future business growth
As part of the leadership team, supports strategic planning, works to identify and enhance competitive advantages, helps set long-range business goals, and executes strategic and tactical tasks to support growth to meet those goals.
Develops a realistic AOP, monthly/quarterly forecast updates, and manages budgets in close coordination with the assigned project control personnel.
Establishes measures and metrics to ensure continual improvement of performance and results; drives business unit efficiencies and makes recommendations to Executive Leadership
Supervises project, program, and quality management initiatives, ensuring continual process and organizational improvement and adherence to HII-MDIS’ ISO Quality Standards
Leads all recompete efforts for their portfolio of programs, including the identification, capture and award of key contracts
Provides support to BD and capture managers for new group level strategic bids and request for proposals (RFPs), as required;
Leads capture for smaller, less complex business unit bids and RFPs
Coordinates with the HII-MDIS staff to advance the professional and career development of project/program managers, as well as broader workforce development efforts
Responsible for other duties as assigned
Bachelor's Degree. An advanced degree, MBA or a technical degree preferred.
Progressive managerial experience, to include a minimum of 7+ years of program leadership experience (portfolio of programs of $30 Million or more)
12+ years overall experience, to include a managing a portfolio of separate programs and contracts that are geographically distributed and full lifecycle of business capture/development.
At least 5 years’ experience with proposal development processes and pricing strategies
Experience in scope estimation, planning, Basis of Estimates (BOEs), project costing, budget management, and use of project management tools (e.g. MS Project; MS Excel)
Excellent communications (written and verbal) and client facing skills; demonstrated ability to support the development of oral presentations and winning proposals
Experience in managing multiple customers, contract deliverables, sub-contractors, and program budgets
Experience working with large technical teams and business analysts across multiple functional business areas
Strong customer and contracts management skills and an ability to build and maintain customer and corporate relationships
Ability to manage multiple assignments in a fast-paced work environment
- Project Management Institute (PMI) Project Management Professional (PMP) Certification
Active DoD Secret clearance preferred
