HII – Mission Driven Innovative Solutions Inc. (HII-MDIS) provides mission-critical engineering and technical service to Information Technology, Federal Civilian, and National Security, Aerospace & Defense and International government and commercial customers at over 100 locations worldwide.

HII - MDIS is currently seeking an All-Hazards and CBRNE operational emergency response Exercise Planner to work out of their Carlsbad, CA.

Duties and Responsibilities (to include but not be limited to the following):

  • Establish, maintain, and build upon positive working relationships with regional and installation emergency managers, CBRNE protection officers, and mission assurance directors.

  • Work closely with installation partners to identify objectives, design, and evaluate exercises of all types.

  • Develop exercise work products including: read ahead packets, meeting agendas, meeting minutes, meeting notes, briefings, Situation Manuals (SITMAN), Exercise Plans (EXPLAN), Controller/Evaluator Handbook, Exercise Evaluation Guides (EEG), multimedia presentations, Master Scenario Events List (MSEL), After Action Reports (AAR), and Improvement Plans (IP).

  • Conduct and lead conferences (Initial Planning Conference, Mid-Term Planning Conference, MSELs Conference, Final Planning Conference, and After-Action Conference) briefings, planning meetings, walk-throughs, and debriefs.

  • Schedule, plan, and execute planning conferences, exercise events, and planning workshops.

  • Establish project execution plan(s) to provide required support to installation planners, determine resource assignments, and monitor performance.

  • Maintain exercise tracking, application, and statistical information.

  • Assist in the development of exercise objectives and identify relevant Capabilities and Critical Task Lists.

  • Draft exercise scenarios, discussion questions, injects, and Simulation Cell plans to drive exercise play.

  • Perform duties as exercise facilitator, moderator, controller, Simulation Cell lead, or evaluator as needed or requested.

  • Provide necessary logistical and administrative support for all exercises, as needed or requested.

  • Post documents to SharePoint, NAS secure server, HSEEP exercise development pages and Lessons Learned Information Sharing (LLIS) website in accordance with the HII Exercise Support Program Guide.

  • Perform other duties that may be assigned.

Qualifications and Experience :

Required –

  • BS/BA plus 5 years’ Experience

  • Security Clearance equal to DoD Secret

  • Ability to travel extensively, sometimes on short notice. Position requires travel to Marine Corps Installations West(MCI-WEST) installations, to include; MCLB Barstow, CA, MCAGCC Twentynine Palms, CA, MCMWTC Bridgeport, CA, MCAS Yuma, AZ

Preferred –

  • CBRNE, Emergency Management, or Homeland Security related degree is a plus

  • Minimum 3-years’ Experience with the USMC MCICOM Installation Protection Program

  • ICS 300 and 400 Certification

  • HSEEP Certification

  • Formal Instructor Qualification

  • Training and Curriculum Development

  • Homeland Security Exercise and Evaluation Program Certification

  • Have a fundamental knowledge of the National Response Framework (NRF) and National Incident Management System (NIMS), National Preparedness Guidelines (NPG), and tools.

  • Outstanding professional written and communication skills.

  • Ability to work with multiple tasks and projects.

  • Demonstrated experience in working with multiple customers in support of exercises or other analytical learning events.

  • Must be self-motivated and directed with keen attention to detail.

  • Demonstrate leadership ability, sound decision-making, and effective interpersonal skills.

  • Strong leadership and project management skills necessary to organize and lead planning conferences and coordinate activities.

  • Possess the knowledge and experience in facilitating seminars, workshops, and exercises.

  • Must possess proficiency in MS OFFICE and briefing skills.

Security :

  • Must possess and maintain a Security Clearance equal to DoD Secret
