HII - MDIS is currently seeking a Joint Assessments and Joint Lessons Learned Information System Joint Training System Specialist to work out of USINDOPACOM J37.

Duties and Responsibilities (to include but not be limited to the following):

The USINDOPACOM Deputy J3 for Training and Exercises (DJ3TE) Division under the Operations Directorate is responsible for the USINDOPACOM JOINT EXERCISE PROGRAM (JEP). Individual will support the USINDOPACOM J37 Exercise Division as a primary Joint Assessments and Lessons Learned Joint Training Specialist. Provide support and recommendations to leadership in the development and integration of policy, strategy, operations, activities, investments, and milestones to efficiently conduct and assess joint exercises across the INDO-Asia Pacific. Applicant may be required to travel throughout the INDO-Asia Pacific region. Travel will be reimbursed in accordance with the Joint Travel Regulations (JTR). Candidate will provide support to DJ3TE both on-site at USINDOPACOM, Camp Smith HI, and various Joint Exercise locations.

  • Collaborate with stakeholders, program resourcing leaders, and strategic development teams to ensure the joint exercise program incorporates current strategy and resourcing.

  • Coordinates on behalf of the DJ3TE the compilation of information necessary to provide USINDOPACOM's response to the Joint Staff's quarterly readiness report to congress (QRRC) and the combatant commanders' exercise-engagement and training transformation (CE2T2) quarterly and annual assessments.

  • Coordinates on behalf of the DJ3TE to review, revise and recommend changes to the CE2T2 Program, Goals, and Objectives (PG&O) annual publication and the Program Execution Plan (PEP).

  • Coordinate the preparation and submission of DJ3TE inputs to the J8 sponsored comprehensive and annual joint assessment (AJA) survey; Coordinate with USINDOPACOM J325 in designing and disciplining assessment protocols that ensure joint exercise and training program compliance with prescribed requirements.

  • Coordinate with USINDOPACOM J45 and USINDOPACOM J83 to develop formats and processes to collect and communicate joint exercise program inputs to theater campaign plan and theater security cooperation program assessments.

  • Support J325 in the analysis of Training Proficiency Assessments and Mission Training Assessments for readiness focused exercises.

  • Participate as required in various workshops, conferences, teleconferences, and forums to ensure USINDOPACOM equities in support of assessment efforts are represented.

  • Coordinates all lesson learned program functions to include discovery, validation, integration, evaluation, and policy development for Government approval.

  • Input lessons within the JOINT LESSONS LEARNED INFORMATION SYSTEM (JLLIS) to facilitate validation of post exercise or operation for validation. Validation includes orchestrating the theater-wide staff review of issues for resolution culminating in USINDOPACOM chief of staff approval and assignment for action.

  • Oversees the chief of staff led USINDOPACOM Issue Resolution Program for the disposition of issues from exercises and operations.

  • Disseminates lessons in response to requests for information.

  • Provides lessons from previous events during the JELC to improve the planning process.

  • Provides JLLIS instruction to lesson managers and administrators at the HQ USINDOPACOM and its components, JTFs, and sub unified commands as needed.

  • Provide input to and coordinate with Joint Staff and Office of the Secretary of Defense (OSD) on Joint Assessment & Enabling Capability (JAEC), CE2T2 Program Execution Plan (PEP) and Program, Goals and Objectives (PG&O), and other issues as directed. Updates USINDOPACOM instructions governing its lessons learned program as required.

  • Support the DJ3TE on J8 efforts to shape the exercise resourcing within the Presidential Budget Review (PBR) the Integrated Priority List (IPL) processes.

Qualifications and Experience :

Required –

  • The candidate will be familiar with Joint training and exercise planning, execution and assessment process, preferably with Combatant Command or Service Component Headquarters level exercise experience.

  • Operational background desired.

  • Candidate will provide support to DJ3 T&E both on-site at USINDOPACOM, Camp Smith HI, and various Joint Exercise locations.

  • Must have excellent communication skills.

  • Must be proficient in MS Office applications.

Preferred –

  • Familiarity with the Joint Training System, Universal Joint Task List, Joint Missions Essential Task Development, joint operations, Task Management System (TMS), Automated Message Handling System (AMHS) and staff activities preferred.

  • At least 5 years at the active duty O4, or above, level preferred.

  • Experience with USINDOPACOM Joint Exercises is a plus.

Security :

  • All candidates will be subject to a pre-employment background investigation and drug screening per HII requirements.

  • Must be able to obtain and maintain DoD Top Secret / SCI clearance.
